Tomsk Oblast Intensifies Cooperation with China

31.10.2025

China has always been one of the key foreign trade partners of the Tomsk Oblast. Our region has 3 contracts with different Chinese provinces. Liaoning is one of our most long-standing partners.

The Liaoning province aims to become the main gateway to China for Russian business. All necessary infrastructure promoting business activities is created here for this purpose. The first results are already evident: the trade volume between Liaoning and Russia increased by 53 percent in 2023.

Negotiations with the Chinese representatives of the business support infrastructure, trade chambers and foreign traders interested in the development of the bilateral trade were held during the Forum.

Strengthening of scientific and educational ties, joint service projects, service trade and tourism, as well as creation of new export and import chains were discussed with the mayor of Dalian – a city which is a trade gateway of both Liaoning and the entire northeast China.

Introduction of the products of the Tomsk manufacturers into the China-Russia (Shenyang) Economic and Trade Cooperation Industrial Park and the comprehensive bonded zone under construction was discussed by the parties at the meeting with the head of the Liaozhong district in Shenyang. This will decrease the Chinese market entry threshold for the Tomsk businesses, make supplies more stable and enable the Tomsk products to enter the Chinese online trading platforms.

The meetings with the management of the Department of Commerce of the Shahekou district in Dalian and the representatives of the China Chamber of Commerce for Import and Export of Machinery and Electronic Products and Association for Promoting the Development of New Industries of Heilongjiang Province in Russia, as well as some companies interested in cooperation with the Tomsk partners were held on the sidelined of the Forum.
