Russian Minister of Industry and Trade Denis Manturov and Governor Vladimir Mazur Launched a New Production Line at Mining and Processing Plant Ilmenite

 On March 22, Deputy Prime Minister of the Russian Federation – Minister of Industry and Trade of the Russian Federation Denis Manturov who was on a working visit in the region and Governor of the Tomsk Region Vladimir Mazur launched a new production line at TuganMining and Processing Plant Ilmenite and estimated the quality of the high-tech products manufactured in Tomsk.

Mining and Processing Plant Ilmenite develops the Tugan ilmenite-zircon deposit. Today the plant is implementing a large-scale project for technological modernization of the processing facilities with the use of the domestic equipment.

Denis Manturov and Vladimir Mazur officially put into operation the new production line. Thanks to this project Ilmenite will become the largest producer of rare metals with the designed processing capacity of 7.5 million tons of black sand a year.

Currently it is one of the most important sectors – providing the economy with the rare-earth and rare metals to ensure supply of the ready-made oxides for broad use by other industries. The plant will now meet 7% of the VSMPO-Avisma’s demand for the ilmenite concentrate. However, the goal is to satisfy 50% of the country’s demand for the ilmenite concentrate.

This will also allow exceeding more than twice the demand of the related sectors for the zirconium giving the opportunity for export.

Further fundamental expansion of the plant’s capacity will require significant investments. According to Denis Manturov, such support will be provided by means of the preferences granted under a special investment contract and other systematic mechanisms.

Denis Manturov and Vladimir Mazur visited Research and Production company Micran – one of the Russia’s largest manufacturers of radioelectronic devices specializing in telecommunications, test and measurement equipment, MW electronics and modules, radar systems for navigation and security, mobile communication complexes, and complex communication and automation solutions.

The Deputy Prime Minister – Minister of Industry and Trade of the Russian Federation and the head of the region estimated the quality of the products manufactured by Tomsk Vakhrushev Electromechanical Plant – a closed-cycle machine-building plant. The major customers of the plant’s products are the subsidiaries of Gazprom PJSC. The plant has its own research center, full-cycle valves production, including driven equipment, mechanical repair and energy shops, and the quality service comprised of several laboratories accredited by Rosstandart.

Here, at TEMP, Denis Manturov and Vladimir Mazur also visited the exhibition of the achievements of the manufacturers of the Tomsk Region. The products of the chemical, radioelectronic and other industries were exhibited, such as WBA devices, a wide range of manometers, and a self-moving flaw-detective complex. Denis Manturov mentioned the high quality of the regional product manufactured for the Armed Forces of the Russian Federation as well.

At the end of the working visit in the region Denis Manturov visited the Central Control Room of Gazprom Transgaz Tomsk LLC which carries out the real time day-to-day and dispatcher control of the gas pipeline systems from Omsk to Kamchatka.

During the working meeting of Denis Manturov and Vladimir Mazur the Deputy Prime Minister – Minister of Industry and Trade of the Russian Federation emphasized the importance of the efforts of the regional companies aimed at ensuring the technological sovereignty.

“Let’s hope this is just the beginning of the large-scale development of the areas necessary for our technological sovereignty. I hope the region will actively promote projects like that, but we, in turn, are ready to provide support, from the Industrial Development Fund to such measures as the interest rate subsidies. So that such projects be manageable and feasible for business. And, of course, we discussed that the technology development agency should be actively used,” added the Deputy Prime Minister – Minister of Industry and Trade of the Russian Federation.

It’s worth noting that the federal Industrial Development Fund provided financing for 6 projects amounting to RUB 668 million in the Tomsk Region. The total investments in these projects amounted to almost RUB 1.4 billion. And 4 projects have already been completed.

“Today we presented the results of our joint efforts aimed at developing the engineering and production clusters of rare-earth metals, microelectronics, chemistry, and many others as it was agreed at the St. Petersburg International Economic Forum. The Tomsk universities and academic institutes conduct the unique researches for the benefit of the industry sector that adopts new production technologies. The President of the Russian Federation gives the task of achieving the scientific and technological sovereignty of the country and we carry it out with the support of the Government and the Ministry of Industry and Trade,” noted Governor of the Tomsk Region Vladimir Mazur.
