ANO «Agency for Strategic Initiatives to Promote New Projects» has realized «control purchase» on behalf of the investor in Russian regions. As a result the Tomsk region received the best estimates in Siberia.

The «control purchase» was aimed to check the efficiency of introduction of the Investment Standard in regions.

«ASI was realized the «control purchases» in regions of the Russian Federation. <...> In the Tomsk region was a legend - an investor wants to start production. <...> As a result of the purchase of Tomsk region scored the highest score among the regions of the Siberian Federal District, which engaged in the «control purchase», - said the head of regional Investment Department Alexander Fedchenko at the meeting of the Expert Council on investment policy and property relations.

He noted that the Tomsk region tested one of the first, and the other regions could «learn from mistakes».

According to Alexander Fedchenko, following the purchase of the control of ASI experts noted the sufficient competence level of staff of these organizations, as well as assessed the quality of work of «one window» for investors (valued at 100%). Today, this task is performed by OJSC «Development Corporation of the Tomsk Region. » The region received 94% for the work of the investment portal, which in 2014 was visited by 109,000 users - 1.5 times more than the previous year.

Alexander Fedchenko specified that the main disadvantage in results of ASI «control purchase» is discrepancy of reception office for potential investors to standards. However today this issue is resolved. Besides, experts estimated availability of infrastructure of the Tomsk region for only 54% – first of all because construction of industrial parks isn't finished yet.
