Project "INOTomsk'2020" designated "ideal" model of cluster development on VIII Samara Interregional Economic Forum

The VIII Samara Interregional Economic Forum “Cluster Policy – the Basis for Innovative Development of the National Economy” took place on 11–12 September 2014 in Samara.

Andrei Antonov, deputy Governor of the Tomsk region on Economics, represented there Tomsk region experience of cluster development by example the project "INOTomsk'2020".

"The point of economic growth may be a major inter-agency project determinating priorities of regional industrial policy, plans focuses of public companies, big business and facilities of federal ministries. Such a project for the Tomsk region is "INOTomsk'2020", which aims to create innovation center within the boundaries of Tomsk agglomeration", - said Andrei Antonov at the plenary session of the Forum.

Presidential aide Andrei Belousov also took part in the Forum and pointed the success of Tomsk "third" cluster model - innovation oriented and implementing with active universities participation, as opposed to purely industrial-type models. Plenary session participants designated "INOTomsk'2020" the "ideal" model in terms of interagency tasks systematization for the regional strategic objectives.

There was supported offer to determine cluster development is a state and federal programs priority. In particular, the Ministry of Transport will consider the possibility of assigning funds of the State Road Fund for transport infrastructure of regional clusters.

"It's important that since next year federal funds assigned for clusters development support can be used not only for equipment and engineering services purchase, but for infrastructure projects, - said Andrey Antonov. - Our goal - maximum "to land" all of our cluster initiatives, to associate them with industry and make the money work for the real economy. "

The Samara Interregional Economic Forum “Cluster Policy – the Basis for Innovative Development of the National Economy” has been being held since 2007 and has approved itself over the years of its existence as an international event within the framework of which instruments and mechanisms of cluster policy in Russia are discussed and elaborated.

 

The agenda of the Forum-2014 included the matters of adaptation of the Russian cluster policy to suit the new conditions, implementation of education initiatives within clusters, as well as the matter of selection of an efficient cluster management model.
