As a part of the report on the activity of the executive branch in 2013 at the 31st meeting of Legislative Duma of Tomsk region governor Sergey Zhvachkin announced an investment message.
As reported by the head of the region, executive branch began systematic cooperation with investors. Investment projects monitoring procedure of “one window” was defined as well as project teams formation procedure. Direct channel for communication between investors and the regional authorities was established - an investment web portal of Tomsk region. A renewable plan of creation of investment and infrastructure objects in the region was formed. It was posted on an interactive map and is available to the public.
The governor emphasized: “To make land-property relations more transparent we initiated the development of a regional geographical and informational system and began to solve to urget problem of regional labour market disproportion”.
According to the governor, correctness of the chosen policy may be proven by the fact that in the end of 2013 the National Rating Agency conferred Tomsk region with the rating “Highly attractive for investments” and the 8th place in the national rating of regions investment climate drawn by the Agency for Strategic Initiatives. Besides, Sergey Zvachkin reminded that in 2013 a series of large investment projects was finished: launch of the first BOPP-film factory located over the Ural, commissioning of an administrative block and a checkpoint at the state border in Tomsk airport, opening of scientific-implementation centre of a special economic zone, transition of a greenhouse complex “Trubachevo” to full capacity.
Sergey Zhvachkin specified that “The volume of investment projects performed in 2013 with direct support by the Tomsk region administration exceeded 15 billion rubles. Their budgetary activity is high: for 1 ruble of dropping income from providing tax abatements per corporate profit tax and corporate property tax the budget of Tomsk region earned 22 rubles of tax revenues. For 1 ruble of subsidies the Tomsk budget got 6.5 rubles of tax revenues.
