Favorable Conditions for Investors Created in Tomsk region

The “single point of contact” mechanism was created for investors in Tomsk region in 2013, investment council started its operation under the supervision of Governor of Tomsk region Sergey Zhvachkin, investment map of the region was created and investment portal updated. 

As reported Yury Gurdin, Deputy Governor for Investment Policy and Property Relations, one of the potential investors, a German company called Steinert Industry, approached the region via online resources with an offer, and negotiations with the company are underway about glass manufacturing plant construction. 

In 2013, Tomsk region also implemented the mechanism of financial support for large-scale investment projects in the form of subsidies. The support was used when putting on-stream two projects: BOPP film manufacturing facility and Tomskneftekhim upgrade.

Construction of industrial park and creation of Tomskiye Naberezhnye (“Tomsk Embankments”) zone of advanced economic growth started in the regional center. Almost RUB 300 million was invested in industrial park development in 2013, its residents will be able to begin design works in 2014, and start construction of the facilities in 2015. Outline of land lot and waterfront area determined as part of Tomsk Embankments project, a list of facilities to be placed in this territory is being compiled.

As noted Yury Gurdin, large-scale timber industry projects, Tomsk Partner and Zelenaya Fabrika companies, got a substantial boost. Tomsk Partner reached the design capacity, its product being in demand on the market. Zelenaya Fabrika received a lot of support from Ministry for Regional Development, property was identified that the company will retain, decision was taken to join the engineering infrastructure, forest area identified.

Negotiations for construction of Tomsk Hilton hotel are well underway (the sites and a partner are identified) along with commercial sporting arenas with swimming pools (two sites proposed, investor is preparing a business plan,  plans to construct Tomsk-Taiga highway are being discussed with group of companies "Region".

“We witness active interest of potential investors in Tomsk region, said Yury Gurdin. Besides, we are ranked rather high by Agency for Strategic Initiative whose representatives worked in Tomsk region throughout the entire 2013, and National Rating Agency, who put Tomsk region on the list of Russian regions with high investment appeal”.
