“INOTomsk’2020” Project Concept to Be Reconsidered

Actualization and the new content of the project “INOTomsk’2020” became the central topic of the strategic session “New contours of strategic development of Tomsk Region”, where federal and regional experts, representatives of higher educational establishments and businessmen took part.
“Today our region faces serious challenges”, said Deputy Governor of Tomsk Region for Economy Andrey Antonov while opening the session. “We need to change the structure of economy, find new sources of incomes and growth points. In innovations we need to reorient ourselves from supply to the demand, work with large players. At the new stage, in order to implement the concept of “INOTomsk’2020”, we need clear understanding of problems, their solutions, certain projects.
Andrey Antonov emphasized that Region has achieved significant results in the project. Two Tomsk Universities were included in the list of top-15 leading higher educational establishments in Russia and presented their “road maps” for increasing global competitiveness. In SEZ “Tomsk” there are new buildings, a plan is developed for expansion of sites, an engineering centre and a number of other facilities are to be designed. Tomsk innovative forum in 2013 for the first time offered the agenda for increasing the demand for innovations on the side of basic sectors of economy. There were agreements on participation of Tomsk innovative companies in the programme of import replacement of “Gazprom”; they also work actively with other largest companies.
“We are criticized for the fact that the emphasis was made on infrastructural projects, while measures for support of companies — small, medium-size and large-size ones — were insufficiently developed. In the new situation the concept “INOTomsk’2020” will be almost completely revised to find and support production, directions and projects which can be real growth points for the region’s economy”, said Andrey Antonov.
According to the head of the department of the Ministry of Economy Development of RF Artem Shadrin present at the session, Tomsk Region is one of the Russian leaders in innovative development and demonstrates good dynamics in a number of directions. “It’s important that this capacity was fitted in large-scale projects and served as a factor of attracting investment into the region”, said he. “One of the good opportunities for the region is to build in the expanding volume of demand from the side of leading companies and state corporations.
Deputy Minister for Education and Science of the Russian Federation Alexander Klimov, Member of the Board, First Vice-President of JSC “Gazprom” Dmitry Zauers, representatives of SC “Rosatom”, “SIBUR” Ltd., Russian Academy of National Economy and state service, All-Russian Academy of Foreign Trade, Principals of Tomsk Universities participated in the meetings.

The “INOTomsk’2020” project concept was approved of by the government of the Russian Federation on October 6, 2011. According to the concept, by 2020 Tomsk will have a Centre of Education, Research and Development of the world level.
