Educational and Scientific System of Tomsk Oblast (human resources)
During the consideration of investment project and before making the final decision, regional human resource potential is seriously taken into account. Among Siberian Federal District regions, Tomsk oblast is a leader in staff preparation on all educational levels. Since the end of the 19 th century, the region has been developing as the leading research and educational center of the Siberian region, when the first university and polytechnic were founded. "Tomsk Oblast Development Strategy till 2020" , approved in 2006, confirmed the status of the scientific and educational direction to be one of the most important aspects of the territory development.
Tomsk oblast educational and scientific complex:
- 11 Scientific and research institutes headed by Russian Science Academy and Russian Medical Science Academy;
- 10 higher education entities, including 6 universities, an academy (Northern State Technological Academy),1 institute (Tomsk Military Medicine College), 2 Private colleges, 11 branches of colleges from other regions, where over 86 000 students are educated (which is every fifth Tomsk dweller) on 55 departments, studying 216 specialties;
- 16 000 future specialists are getting intermediate vocational education in 117 specialties in 23 schools (including 17 state schools, 4 private schools and 2 branches) ;
- over 4 700 Doctors and Candidates of Science work in the region.
Over 800 specialists, prepared for Tomsk oblast most important economical directions, graduate every year: about 400—for biotechnological sphere, about 300 – for oil and gas sector, over 200 – for timber industry.
The quality of education of the specialists is confirmed by Ministry of Education and Science of the Russian Federation ratings. According to the results of monitoring held in 2006, 4 Tomsk colleges were included into top 10 of the best higher education institutes in sections “university”, “polytechnics”, “medical institute”, and “teacher training college”.
According to the results of competitions held in 2006 – 2007 by Ministry of Education and Science of the Russian Federation “Support to Colleges Implementing Innovational Educational Programmes” (as a part of national project Education) three colleges from Tomsk were granted first prize: Tomsk State University, Tomsk Polytechnic, and Tomsk State University of Control Systems and Radioelectronics. The scope of financing for the realization of the innovation programs was 2.4 bln. rubles. This financial resourse was directed towards rigging of scientific and educational centers, labs, pubic educational centers, etc. with unique equipment. The victory in the competitions allowed to go on with the long work of modern educational technologies implementation and educational infrastructure development.
Current realization of large investment projects is the stimulus for the development of human resource development system. Among such projects are: the creation of technical and implementation special economic zone; building of nuclear power plant; projects in timber industry; development of Bokcharsky iron-ore deposit; implementation of a number of transport infrastructure development projects, including Northern-Siberian railway and the modernization of the old Tomsk airport with the aim of the modern international airport construction.
Successful examples of business and educational entities cooperation, aimed at skilled specialists preparation, including those for the management of investment development in different economy aspects:
- Tomsk Polytechnic – business education of elite specialists for oil companies (in cooperation with Heriot-Watt University, UK;
- Tomsk State University of Control Systems and Radioelectronics - preparation of businessmen-engineers in the field of radioelectronics and IT-technologies for small and middle scale innovational entities;
- Siberian State Medical University – preparation of medical staff and researchers for the most important directions of world medical science (bioengineering, bioinformatics, medical nanotechnologies);
- Tomsk State University - preparation of intellectual elite, integrating educational process with fundamental research;
- Tomsk Professional School #27 – preparation of workers for construction and housing and communal services. Resource center of German company Knauf (one of the leading European construction material manufacturers) was founded on the base of the school;
- Tomsk college of industrial and humanitarian arts – modern level of staff preparation for Transneft Company.
Current human resource potential and possibilities of scientific and research complex of the Tomsk oblast are the guarantee for the successful realization of investment projects in the region. Current educational system is quite adaptive to ensure competitive advantage of the region – skilled human resource potential.
