Ecological situation in Tomsk Oblast

Problems of ecological safety, rational nature use and preservation of biodiversity receive special attention from bodies of legislative and executive authority of the region. Tomsk Oblast is one of the first subjects of the Russian Federation which has included a separate section on ecological policy into the program of Oblast’s social and economic development, has introduced systems of ecological and radiation monitoring, the first in Russia began applying the system of indicators of steady development.

In the section of the Siberian Federal District, Tomsk Oblast holds the 4th place on emissions of polluting substances into the atmosphere from stationary sources and the 3d place on specific volume of emissions per capita. On the territory of Tomsk Oblast the anthropogenic load on the atmosphere is distributed non-uniformly, the greatest pollution is marked near the enterprises of oil and gas production sector: in Kargasok, Parabel and Aleksandrovskiy districts.

Generally, the ecological condition in Tomsk Oblast is improving, especially in the town of Tomsk. Due to the growth in volume of burnt associated petroleum gas, the share of polluting substance emission above the allowable level into the atmosphere of Oblast has increased by 9 % in 2007 in comparison with the last year.

In 2007 and 2008, the radiation situation on the territory of Tomsk Oblast, compared with the last years, has not essentially changed and remains satisfactory and stable.

International cooperation

International cooperation in the sphere of ecology is actively developing, which allows to involve monetary resources and the best scientific forces for solution of environmental problems: on radionuclide monitoring in Ob-Irtysh basin, on studying the role of Siberian bogs in planet’s climate change, on participation in international exhibitions.

In 2007, landscape reserve “Vasyuganskiy” in Bakchar district was included into the preliminary list of objects of the World Natural Heritage of UNESCO.
